The criminal legal system doesn't fail only because of the laws that govern it. It fails because of how those laws are experienced, interpreted, and enforced in real life.

The Second Chance Infrastructure Lab (SCIL) is a program of Rising Phoenix Consultants, LLC that turns lived experience into structured, actionable data. We collect real accounts from people navigating parole, probation, Mandatory Supervised Release, registration, and reentry — identify the patterns that predict system failure — and produce nonpartisan briefs that agencies, service providers, and policymakers can act on.

How it works
Structured Intake. We gather accounts from justice-impacted people that capture not just what happened, but how and why the system broke down.
Pattern Analysis. We identify recurring friction points — conflicting rules, unclear guidance, administrative inconsistency — separating individual issues from systemic ones.
System Navigators. Justice-impacted individuals are trained to interpret findings and shape solutions, so the analysis stays grounded in lived expertise.
Public Outputs. We publish nonpartisan, non-lobbying briefs built for agencies, service providers, researchers, and advocates.

Why it matters
When a system failure gets treated as an individual failure, nothing changes. SCIL exists to make the pattern visible — and to put the people who lived it in the room where the fix gets designed.
